Honestly, I think it's a mix of things. For one thing, they can do it and never face any realistic consequences other than getting into little clique wars which simply aim to imitate real life, but fail quite terribly at doing so...So pretty much they can do it and never face any real consequences. That, and it's the fact that a lot of people just have too much testosterone or estrogen and let it totally control them. Guys need to be the biggest, baddest, most women-disrespectingest guy around, and girls have to be the prettiest, most aggressive girl around. And that's how they take it all out. I think. Either way, a little self control would fix the whole problem, but these people have none.

The problem is that the impulse control portion of the brain doesn't fully develop until around the age of 24.
Of course, many of the activities that these people engage in don't really do anything to help the development...

But impulse control is only so much of it.
People have the ability to think,

The sad truth is it would seem that some don't. You see it all the time. Kids that know what they're doing is bad and that they shouldn't be doing it, but they can't bring themselves to not. Perhaps it runs deeper...Peer pressure anyone?
